According to a source within the ICC, it has been said that, against all expectations, the BCCI representative attending the ICC board meeting didn’t come up with a tax exemption certificate, a security guarantee, or any confirmation from the Indian government. The BCCI will also fail to give an undertaking to all those, including media support staff and friends who are going to travel from across the globe, that they will be provided with Indian visas within a reasonable amount of time.
The source also said that "the ICC member countries have been demanding such guarantees and undertakings from the BCCI for a long time." The Pakistan Cricket Board and the Pakistan government have already expressed concerns over the safety and security of the team and fans by taking up the matter with the ICC. However, in the meeting, the BCCI submitted no undertakings.
Even the Pakistan cricket board is concerned about its team's security during its prolonged stay in India. They have already said that the participation of the Pakistan cricket team in the World Cup depends on whether or not India will participate in the Asia Cup, which is to be hosted by Pakistan, and also on security guarantees from the Indian Government for the Pakistan team and from Hindu extremists.
Although BCCI has ensured that the board is ready to make adjustments if, in any case, the Indian government refuses any tax exemption, it is also believed that the ICC expects a huge amount of $550 million alone from the TV rights distribution.
The ICC usually announces the World Cup’s schedule at least a year in advance, but there has been no progress so far except that the BCCI has shortlisted around ten venues to host 48 matches.
